Connecting and testing should never create a tollbooth. Smart Health Network provides a common network core and designated Open Access interactions — including baseline prior authorization — without an ordinary SHN network fee. Paid value exists only above that floor, when it creates additional differentiated value.
Free Core
Connect, test, conform, and participate in the common network without an ordinary SHN network fee. (Optional participant-specific services — managed hosting, custom integration, dedicated operations, premium support — may be separately provided.)
Open Access
Designated complete interactions — beginning with baseline prior authorization — without an ordinary SHN transaction toll. Patients never pay SHN. Providers never pay SHN for baseline prior authorization.
Covered-Population Utilities
When a payer, Medicaid program, or other covered book activates defined recurring Utility value:
$0.25 PMPM — Launch
Applies to qualifying early market-forming activations and converts to standard pricing by rule.
$0.50 PMPM — Standard
The published standard covered-population rate.
These rates apply only when a covered population activates a defined paid Smart Health Utility. The applicable Utility Schedule defines the recurring functions included before billing begins. Production Activation starts the meter; fees never stack within a covered book.
Capabilities & Services
Specialized evidence, implementation, managed infrastructure, analytics, and other differentiated work may carry separate, disclosed economics — performed by Smart Health Network or by qualified ecosystem partners.
Formation
Eligible transformation programs — including state RHTP awards — can fund the finite work of establishing new markets: activation, onboarding, integration, testing, and measurement. Formation creates the market; recurring value sustains the network.
Why the prices are small against what they replace
The avoidable administrative waste the network attacks traces to a single defect: at the moment of a transaction, nobody is sure the information is right — so everyone re-asks, and everyone pays again downstream in denials, rework, and recoveries. Published benchmarks frame the gap: a manual eligibility check costs $6.78 against $0.34 electronic; a manual plan-side prior authorization $3.41 against $0.05 (CAQH Index). Whether the network clears a participant’s fee is computed from that participant’s numbers in a working session, and each participant sees its computed fee alongside displaced cost on its monthly network statement.
Rates are governed under a lowest-sustainable-fee mandate by an independent Council. Comparable participants under comparable conditions receive the same rules. Surplus is reinvested; investor returns are capped.
