Smart Health Network is a neutral, public-benefit trust-and-interaction utility for healthcare. It is not a requirement that every jurisdiction adopt the same health platform.

The jurisdiction keeps its digital health core. Its systems, data infrastructure, applications, intelligence and decisions remain under local authority. The core does not have to be one system or one central platform; its defining characteristic is local control.

The Network supplies the trust-and-interaction utility around that core. It makes identity, trust, responsibility, authority, discovery, qualified connectivity and accountable evidence reusable across independent institutions — so each new relationship does not start from zero.

Local operators and technical paths can be used. The Hub is the common path. Where the common Hub is appropriate, it provides the same reusable connection model that makes one connection reach everyone. Where an interaction, existing infrastructure or the jurisdiction requires it, other qualified paths preserve flexibility without changing the common trust framework. Participation does not require routing a health system through a U.S. platform.

Decisions stay separate. Network participation, governance participation, operator selection and purchase of an SHN-operated service are separate decisions. None is a condition of another.

Establish locally. Make evidence portable. Recognize where permitted. A credential, relationship or trust assertion established in one jurisdiction is recognized elsewhere only to the extent the receiving jurisdiction and applicable law permit reliance on it. The evidence may travel. Authority does not.
